What would be stats priority for a frost DK that only does PVP?

5% hit>195 spell pen>resil>strength>mastery>haste>crit>exp
Some dk's choose haste over mastery...I went with mastery over haste and am enjoying nasty damage with less killing machine procs. It would be the other way around with haste over mastery. More KM and less frost damage.
