Is the two possible specs similar enough in terms of damage that they're both viable, or which is currently better?
As from EJ forums, DW frost is currently better. But both specs are still viable.

This is apparently still debatable. This very question was asked yesterday, and the answer was 2H. Primarily due to the extra talent points you'll get.
