HB-PS-FS-Pest-BB-OB, then ill spam FS and OB for a few and go back to rotation, if nothing is up ill use DS

i use my trinkets and everything else i can think of. I normally pull bout 14k on boss and 16k on small mobs and 20k on large mobs. anything i can reforge in to get it higher? anything i can change?

gemmed improperly. gem straight strength unless the socket bonus is 20+ strength or 30+ of a secondary stat i beleive the rule is.
what is hit cap for dw?

hit cap is 8% with NoCS talent you only need hit up to 5% as the talent will cover for it. it is debatable if you want to stack more than that for the spell cap on top of melee hit cap and hitting with more white swings but most only stack 5% on gear

expertise cap is 26 and is a must as more melee swings not being dodged means more killing machine procs for free crits
You could start by learning how your class works. I'll help you out a bit:

Runic empowerment only works for fully depleted runes. Therefore, you should only frost strike when you have at least two of one kind of rune cooling down.

Blood boil is now almost completely useless. I have no idea why you would include that in your "rotation". Learn your abilities.

Pillar of frost and rime are generally more useful than Chillblains, unless you PVP with the same spec. Make sure you use PoF.

Rotations no longer exist now with the current implementation of runes. It's a priority, and you will know the priority when you understand rune mechanics.

Since DS uses the same runes as Oblit how can nothing else be up?
