They skip it because in pvp howling blast is easier to use. Instead of spamming obliterate to occasionally get a free howling.
Rime is expensive for what it gives. RNG based pressure, and not very good pressure in the first place due to its obscenely low chance of critting and otherwise mediocre damage. I recommend taking On a Pale Horse and/or Scent of Blood over it. The former will help with being kited and the latter is amazing for building resources considering how often DKs are focused/take damage in arena.
[edit] If you find yourself having a lot of difficulty staying on a target and are constantly pouring runes into snares and roots, you might like to consider looking into a Desecration spec.
